Підготовка фахівців з кібербезпеки: досвід США та України

Abstract

У статті описано результати порівняльного аналізу підготовки фахівців з кібербезпеки, про реальний стан справ, отриманих зіставленням організації, технології, змісту і результатів навчання за схожими ОПП у вищих навчальних закладах США та України. Встановлено, що професійна підготовка фахівців з кібербезпеки є не лише педагогічною, а й однією зі складових національної безпеки, без якої є неможливими захищене передавання інформації і відповідно – науково-технічний та соціально-економічний розвиток країни в умовах інформаційних війн, замахів на цілісність і суверенітет держави.

Сравнительный анализ профессиональной подготовки специалистов по кибербезопасности , а именно: анализ структуры, содержания и результатов обучения в университетах США и Украины показал, что для обеспечения безопасности передачи информации, а также научно-технического и социально-экономического развития страны подготовка специалистов по КБ является не только педагогической, но и одной из составляющих национальной безопасности. Так как в условиях информационных войн, покушений на целостность и суверенитет государства, есть их острый дефицит.

The aim of this study is to determine the course of research and to highlight its results. The scientific novelty of the obtained results and the theoretical significance of the study is that for the first time in the national pedagogical science a comprehensive analysis of the bachelors' professional training in the field of 'Cyber Security' in higher education institutions in the United States was carried out; the organizational, pedagogical and didactic principles of the cybersecurity bachelor's professional training in the American higher education system are disclosed; a comparative-pedagogical analysis of the cybersecurity bachelor's professional training in higher education institutions in the United States and universities in Ukraine was conducted. The peculiarities of the study content are the multidisciplinary nature of teaching and learning, double majors studying, and the introduction of cybernetic security specializations in other specialties, the integration of the theoretical and practical components in the process of specialists training. With regard to the forms and methods of professional training of bachelors from cybersecurity, they are aimed at research skills development, an independent work organization, interactivity, and total computerization). The comparative and pedagogical analysis of the cybersecurity bachelor’s professional training in higher education institutions in the United States and Ukrainian universities gave the basis for the extrapolation possibilities of American experience constructive ideas into the system of higher technical education in Ukraine on the strategic, organizational, and content levels. The study sources, the main features, the theoretical conclusions that may be useful for the educational standards development of cybersecurity specialists training and teachers of comparative pedagogy courses were worked out. Reasonable scientific and methodological recommendations on the constructive ideas creative realization of American experience in Ukraine can be used by Ukrainian scholars and scientists in pedagogical and comparative research as well as in the courses development and special courses in pedagogy of higher education, comparative pedagogy, and special seminars on pedagogical innovations.
