Документно-комунікативні технології у діяльності об’єднаних територіальних громад

Abstract

У статті розкрито актуальну проблему використання документно-комунікативних технологій у діяльності об’єднаних територіальних громад України. У зв’язку з проведенням адміністративно-територіальної реформи, яка супроводжується децентралізацією та створенням дієвих інститутів місцевого самоврядування – об’єднаних територіальних громад, на місцеву владу покладається низка нових функцій та повноважень. Серед них, чи не найбільш вагомими, є організаційні, забезпечення соціального захисту та створення умов для сталого розвитку місцевих громад. Особливо нагальною в означеному контексті постає проблема документно-комунікаційного забезпечення діяльності об’єднаних територіальних громад, що, у свою чергу, залежить від правильної організації та ефективного функціонування як внутрішньо організаційних зв’язків з обміну інформацією та документами, так і зовнішніх – налагодження ефективної комунікації з усіма учасниками комунікативної взаємодії: державними органами влади, жителями ОТГ, широкою громадськістю тощо. Автором статті було з’ясовано, що в умовах становлення та розвитку цифрового суспільства, упровадження інноваційно-комунікативних технологій, відбуваються кардинальні зміни в інформаційній діяльності та веденні організаційної роботи органами публічного управління. Відтак об’єктом дослідження стали документно-комунікативні технології у діяльності органів місцевого самоврядування. Здійснено спробу проаналізувати сучасний стан, позитивні сторони документно-комунікативної діяльності органів місцевого самоврядування та результативність використання ними інноваційних технологій. З’ясовано, що основними комунікаційними інструментами взаємодії більшості об’єднаних територіальних громад з громадськістю є: функціонування каналів прийому звернень громадян (особистий прийом громадян, надання інформації за запитами на інформацію, електронні звернення); традиційні інформаційні стенди та оголошення; взаємодія із засобами масової інформації; висвітлення інформації у місцевих друкованих виданнях, на офіційному вебсайті, у мережі «Інтернет», соціальних мережах та відеохостингу Ютуб. Проведене дослідження встановило, що саме сайти та сторінки ОТГ у соціальних мережах є наразі одними з найбільш використовуваних комунікативних інструментів для підтримання зв’язку з органами влади, засобами масової інформації, громадськістю тощо.

The article reveals the current problem of using document and communication technologies in the activities of the united territorial communities of Ukraine. In connection with the implementation of administrative-territorial reform, which is accompanied by decentralization and the creation of effective institutions of local self-government - united territorial communities, local authorities are entrusted with a number of new functions and powers. Among them, perhaps the most important are organizational, social protection and creating conditions for sustainable development of local communities. Particularly urgent in this context is the problem of document and communication support of the united territorial communities, which, in turn, depends on the proper organization and effective functioning of both internal organizational relations for the exchange of information and documents, and external – establishing effective communication with all participants in communicative interaction: public authorities, residents of associations of territorial communities, the general public, etc. The author of the article found out that in the conditions of formation and development of digital society, introduction of innovative and communicative technologies, there are cardinal changes in information activity and organizational work of public administration authorities. Therefore, the object of research was document and communication technologies in the activities of local governments. An attempt is made to analyze the current state, the positive aspects of documentary and communicative activities of local governments and the effectiveness of their use of innovative technologies. It was found that the main communication tools of interaction of the majority of united territorial communities with the public are: functioning of channels of reception of citizens' appeals (personal reception of citizens, provision of information on requests for information, electronic appeals); traditional information stands and announcements; interaction with the media; coverage of information in local newspapers, on the official website, on the Internet, social networks and YouTube video hosting. The study found that the sites and pages of the united territorial communities in social networks are currently one of the most used communication tools to keep in touch with the authorities, the media, the public and more.
