Аналіз ефектів утілення угоди про спільний авіаційний простір із ЄС для галузі пасажирських авіаперевезень України в довоєнний період

Abstract

У статті проведено аналіз ефектів утілення угоди про Спільний авіаційний простір із ЄС для української галузі пасажирських авіаперевезень та для національної економіки загалом, а також окреслено шляхи покращення прибутковості та корисності авіагалузі саме для економіки України з урахуванням існуючого досвіду лібералізації повітряних перевезень у світі. Досліджено історію розвитку лібералізації галузі пасажирських авіаперевезень. Окреслено особливості дерегуляції авіаперевезень у США та Європі. Установлено, що дерегуляція авіаперевезень сприяє розвитку ринку. Відзначено, що лібералізація має позитивні ефекти не тільки для самої галузі авіаперевезень, а також і для економіки загалом. Розглянуто стан двосторонніх угод про повітряне сполучення України з країнами-членами ЄС окремо. Виділена підгрупа країн ЄС, із якими укладені угоди про «відкрите небо». Детально проаналізовано стан ринку міжнародних пасажирських авіаперевезень України. Визначено, що всі показники мають тенденцію до зростання (окрім ковідного 2020 року), зокрема кількість авіакомпаній, кількість країн, куди здійснюються польоти, кількість нових авіамаршрутів, кількість перевезених авіапасажирів. Установлено домінування іноземних авіакомпаній над українськими. Спрогнозовано, що втілення угоди про Спільний авіаційний простір (далі – САП) із ЄС для України повинен сприяти розвитку галузі. Виявлені фактори, важливі для ефективного втілення авіаційного «безвізу» України з Євросоюзом. На основі стану чинних угод про повітряне сполучення України з країнами ЄС зроблено висновок, що після втілення угоди про САП із ЄС нові авіамаршрути, скоріш за все, будуть відкриті в напрямках до Данії, Португалії, Фінляндії, Швеції. Зроблені ґрунтовні припущення, що зниження цін на авіаквитки відбудеться тільки в напрямках до країн, із якими в України авіаперевезення є регульованими за кількістю рейсів та/або авіакомпаній, це стосується таких країн, як: Австрія, Бельгія, Нідерланди, Німеччина, Франція, Португалія, Фінляндія, Хорватія, Угорщина, Чехія, – а також про малоймовірність каботажних перевезень європейськими авіакомпаніями в межах України.

The article analyzes the effects of implementing the Common Aviation Area Agreement with the EU for the Ukrainian passenger air transportation industry and for the national economy as a whole and outlines way to improve the profitability and usefulness of the aviation industry specifically for the Ukrainian economy, taking into account the existing experience of liberalization of air transportation in the world. The history of the development of the liberalization of the passenger air transport industry is studied. Features of the deregulation of air transport in the USA and Europe are outlined. It has been established that the deregulation of air transport contributes to the development of the market. It was noted that liberalization has positive effects not only for the air transportation industry itself but also for the economy as a whole. The state of bilateral agreements on air traffic between Ukraine and EU member states was considered separately. A subgroup of EU countries with which agreements on "open skies" have been concluded is highlighted. The state of the international passenger air transport market of Ukraine is analyzed in detail. It was determined that all indicators have an increasing trend (except for 2020), the total number of airlines, the number of countries to which flights are made, the number of new air routes, and the number of transported air passengers. The dominance of foreign airlines over Ukrainian airlines has been established. The prediction was made that the implementation of the agreement on common aviation space (CSA) with the EU for Ukraine should contribute to the development of the industry. Factors important for the effective implementation of the aviation visa-free agreement between Ukraine and the European Union have been identified. Based on the state of the current agreements on air traffic between Ukraine and the EU countries, it was concluded that after the implementation of the agreement on the CSA with the EU, new air routes will most likely be opened in the direction of Denmark, Portugal, Finland, and Sweden. Thorough assumptions have been made that the reduction in air ticket prices will take place only in the direction of countries with which in Ukraine air transportation is regulated by the number of flights and / or airlines, this applies to such countries as Austria, Belgium, the Netherlands, Germany, France, Portugal, Finland, Croatia, Hungary, the Czech Republic, as well as the improbability of cabotage transits by European airlines within Ukraine.
