Удосконалення механізму управління державним боргом в Україні

Abstract

Автором досліджено що, на сьогодні в нашій країні державний борг України – це загальна сума боргових зобов’язань держави, яка складається з усіх випущених та непо- гашених боргових зобов’язань держави, у тому числі державних боргових зобов’язань, що набирають чинності внаслідок випуску гарантії за кредитами, або зобов’язання, що виникають на підставі законодавства чи договору. Виявлено, що державний борг за своєю економічною сутністю визначає економічні відносини держави, як позичальника зі своїми кредиторами (резидентами/нерезидентами), щодо перерозподілу частини вартості валового внутрішнього продукту на умовах строковості, платності та довіри. Бюджетний кодекс України розрізняє поняття гарантованого державою боргу, що є сукупною сумою боргових зобов’язань суб’єктів господарювання України за отриманими та непогашеними на звітну дату кредитами (позиками), виконання яких забезпечено державні гарантії. Наголошено, що управління державним боргом в Україні здійсню- ється за взаємодії Кабінету Міністрів України, Міністерства фінансів України, Національ- ного банку України та Державного казначейства України, які відповідно до покладених функцій та повноважень, відповідають за розробку та реалізацію ефективної борго- вої стратегії держави, метою якої є забезпечення фінансової стабільності та боргової стійкості країни. Право на здійснення державних позик у межах, визначених законом про Державний бюджет України, належить державі в особі Міністра фінансів України за дорученням Кабінету Міністрів України. З’ясовано, що пошуки підвищення ефективності управління державним боргом в Україні, є динаміка державного боргу, який протягом останніх кількох років демонструє його надзвичайно високі темпи зростання та струк- туру, в якій переважає зовнішній борг. Така ситуація однозначно свідчить про загрозу бюджетній безпеці держави та є негативним фактором формування видаткової частини Державного бюджету України.

The author has researched that, to date, the state debt of Ukraine in our country is the total amount of the state’s debt obligations, which consists of all issued and outstanding state debt obligations, including state debt obligations that come into force as a result of the issue guarantees for loans, or obligations arising on the basis of legislation or a contract. It was revealed that the state debt, by its economic essence, determines the economic relations of the state, as a borrower, with its creditors (residents/non-residents), regarding the redistribution of part of the value of the gross domestic product on terms of timeliness, payment and trust. The Budget Code of Ukraine distinguishes between the concept of state- guaranteed debt, which is the aggregate amount of debt obligations of economic entities of Ukraine for credits (loans) received and outstanding as of the reporting date, the performance of which is provided by state guarantees. It is emphasized that the management of public debt in Ukraine is carried out through the cooperation of the Cabinet of Ministers of Ukraine, the Ministry of Finance of Ukraine, the National Bank of Ukraine and the State Treasury of Ukraine, which, in accordance with the assigned functions and powers, are responsible for the development and implementation of an e ective debt strategy of the state, the purpose of which is to ensure आnancial stability and debt sustainability of the country. The right to carry out state loans within the limits deआned by the Law on the State Budget of Ukraine belongs to the state in the person of the Minister of Finance of Ukraine on behalf of the Cabinet of Ministers of Ukraine. It was found that the search for improving the e ciency of public debt management in Ukraine is the dynamics of the public debt, which during the last few years has demonstrated its extremely high growth rates and a structure dominated by external debt. Such a situation unequivocally indicates a threat to the budgetary security of the state and is a negative factor in the formation of the expenditure part of the State Budget of Ukraine.
