Механізми забезпечення розвитку логістичної інфраструктури в умовах повоєнної відбудови економіки України

Abstract

У кваліфікаційній роботі розглянуто основні підходи до модернізації та відбудови логістичної інфраструктури у повоєнний період задля досягнення сталого розвитку національної економіки України. Теоретичний розділ був присвячений визначенню: уточненню сутності сутність і змісту понять «логістична система», «транспортна інфраструктура», «логістична інфраструктура»; узагальненню теоретичних підходів щодо визначення поняття «транспортна інфраструктура»; з’ясуванню сутності та ролі логістичної інфраструктури у забезпеченні сталого розвитку національної економіки. Аналітична частина роботи стосувалася дослідження європейського досвіду модернізації логістичної інфраструктури; визначення проблем та бар’єрів організації зовнішньоекономічної логістичної діяльності суб’єктів господарювання в умовах війни; оцінки ризиків в управлінні логістичною інфраструктурою. В проєктній частини роботи запропоновано заходи щодо відбудови логістичної інфраструктури у повоєнній економіці на основі цифрової логістики; обґрунтовано інституційні засади створення транскордонного транспортнологістичного кластеру як механізму забезпечення повоєнної відбудови логістичної інфраструктури; розроблено рекомендації щодо формування логістичної інфраструктури у контексті зеленого відновлення регіональної економіки України у післявоєнний період. Матеріали кваліфікаційної роботи рекомендуються використовувати під час проведення наукових досліджень, у навчальному процесі та в практичній діяльності фахівців логістичних підрозділів.

The qualification paper considers the main approaches to the modernizati reconstruction of the logistics infrastructure in the post-war period in order to a sustainable development of the national economy of Ukraine. The main approaches to the modernization and reconstruction of the material and technical infrastructure in the post-war period with the aim of achieving sustainable development of the national economy of Ukraine were considered in the qualification work. The theoretical part was devoted to defining: the essence and content of the concepts "logistics system", "transport infrastructure", "logistics infrastructure"; theoretical approaches to defining the concept of "transport infrastructure"; the essence and role of logistics infrastructure in ensuring the sustainable development of the national economy. The analytical segment of the study encompassed an investigation into the European paradigm concerning the modernization of logistical infrastructure. It delineated the challenges and impediments surrounding the orchestration of foreign trade logistics activities for economic entities amid times of conflict, alongside a comprehensive evaluation of the risks associated with managing logistical infrastructure. Within the project section, a series of measures were delineated to undertake the reconstruction of post-war logistical infrastructure leveraging digital logistics. The section substantiated the institutional framework pivotal in establishing a cross-border transport and logistics cluster aimed at catalyzing the post-war rehabilitation of logistical infrastructure. Furthermore, comprehensive recommendations were formulated to guide the development of logistical infrastructure within the purview of green rejuvenation for Ukraine's regional economy in the aftermath of conflict. The materials of the qualification paper are recommended for use in the conduct of scientific research, in the educational process, and in the practical activities of logistics specialists.
